What Is Hardship Exemption

A hardship exemption temporarily waives the minimum rent requirement for Section 8 tenants who experience sudden, severe financial hardship due to specific qualifying events. Under 24 CFR 982.602, PHAs may grant exemptions when a family's income drops below 30 percent of Area Median Income or they face loss of housing due to circumstances beyond their control.

Qualifying Events

PHAs recognize hardship exemptions for documented circumstances including job loss, death of a household member, sudden medical emergency requiring extended care, domestic violence, or unexpected loss of childcare assistance. The key requirement is that the event must be recent and verifiable, not a pre-existing condition.
