What Is Voucher Expiration

Voucher expiration is the deadline by which a tenant must submit a Request for Tenancy Approval (RTA) to a Public Housing Agency (PHA) or forfeit the voucher. Once this date passes without an approved lease in place, the voucher is returned to the PHA's available pool and cannot be used.

Timeline and Search Period

The voucher expiration date is set when the PHA issues the voucher to the tenant. Most PHAs provide a search time period of 60 to 120 days, though this varies by local PHA policy. During this window, the tenant locates a suitable unit, negotiates with a landlord, and submits the RTA with a signed lease addendum to the PHA for approval.

If the PHA determines the unit fails to meet Housing Quality Standards (HQS) during inspection or the rent exceeds the local Fair Market Rent (FMR), the PHA denies the RTA. The tenant then has the remaining search time to find another unit before expiration occurs.

Consequences of Expiration

When a voucher expires unused, the tenant loses housing assistance immediately. The tenant must reapply to the PHA and rejoin the waiting list, which can take months or years depending on local demand. For landlords, expired vouchers mean the prospective tenant cannot proceed with lease signing under the program.

Tenants facing expiration should contact their PHA case manager at least 30 days before the deadline. PHAs may grant an extension in cases of documented hardship, medical issues, or circumstances beyond the tenant's control. Extensions are discretionary and not guaranteed, so early communication is critical.

Landlord Responsibilities

Landlords who receive RTAs should process them promptly and ensure the lease addendum is signed and returned to the PHA before the tenant's voucher expiration date. Once the PHA receives the RTA, it typically has 10 business days to schedule an HQS inspection. The inspection must be completed before the expiration date for the tenancy to be approved.

If a landlord delays lease signing or cannot accommodate the timeline, the tenancy cannot be approved before expiration, and the voucher is lost. This is particularly important for landlords managing multiple units or dealing with repairs needed to pass HQS.

Common Questions

  • Can a voucher be extended past its expiration date? Yes, but only if the tenant formally requests an extension from the PHA before the expiration date and provides justification. Extensions are typically 30 to 60 days and are granted at PHA discretion.
  • What happens if the HQS inspection is scheduled but not completed before expiration? The inspection can still proceed, but if it has not been completed by the expiration date, the RTA is considered denied and the voucher expires. The tenant must reapply.
  • Does the expiration date change if the tenant finds a unit late in the search period? No. The expiration date is fixed from the date of voucher issuance. Tenants must complete the entire RTA and inspection process before that date.
  • Search Time - The period during which a tenant actively looks for a unit before voucher expiration
  • Extension - Additional time granted to a tenant to locate a unit or complete the approval process
