At least one working smoke detector on each level of the unit. Test button must produce audible alarm.

No exposed wiring or electrical hazards

All wiring must be properly enclosed. No frayed cords, exposed junction boxes, or missing outlet covers.

Windows open and close properly

At least one window must open. All windows must lock securely. No broken glass or missing panes.

No peeling or chipping paint

critical

All painted surfaces must be free of peeling, chipping, or flaking paint. Especially important in pre-1978 buildings (lead paint risk).

Floor in good condition

major

No large holes, severe warping, or tripping hazards. Carpet must be secured. Tile must not be loose or broken.

Ceiling intact with no water damage

major

No holes, sagging, or active water stains. Previous stains that have been repaired and are dry may pass.

At least two working outlets

major

Living areas require at least two working electrical outlets. GFI outlets are not required in living rooms.

Door locks work properly

major

Entry doors must have a working deadbolt or equivalent. Interior doors must latch properly.
